Cuomo details e-bike proposal; municipalities could opt out

ALBANY (TNS) — Gov. Cuomo is knocking New York City’s “arbitrary” crackdown on e-bikes commonly used by delivery workers as he promotes a plan to legalize motorized bikes and scooters.
